Overall the number of NBN customers complaining about faults is increasing as a faster rate than the number of people being connected.
There were 16,221 fault complaints from 2.44 million NBN users in the last financial year, a 159% increase in gripes from the 2015/16 year.
New internet connection delay made up about half the complaints.
While NBN co chief executive officer Bill Morrow says the report shows less than 15 percent of NBN complaints made to the ombudsman were directed to them to solve, and this represents 1 percent of all the houses and businesses connected to the new network.
